If you’re considering joining Voobah as a driver, you’re probably wondering what it takes to get started. Don’t worry—we’ve got you covered! With recent updates to e-hailing legislation in South Africa, it’s important to understand the legal requirements to operate as a driver on our platform. Let’s break it down for you.
What’s Changed?
In June 2024, President Cyril Ramaphosa signed the National Land Transport Amendment Act No. 23 of 2023 into law. This act empowers municipalities to decide who can apply for an e-hailing operator’s license and clarifies the legal requirements for drivers offering transport services for remuneration.
To operate legally on Voobah, you’ll need three key accreditations:
Professional Driving Permit (PrDP) – for the driver
Double Disk Car Registration – for the vehicle
Operator’s Permit – for the organization

1. Professional Driving Permit (PrDP)
The PrDP is a must-have for anyone looking to transport passengers for remuneration. Here’s what you need to know:
Eligibility Requirements To qualify for a PrDP, you must:
Hold a valid driving license for the type of vehicle you’ll be driving.
Be at least 21 years old.
Be certified as medically fit by a doctor.
Have a clean criminal record (no convictions or fines related to driving under the influence, violent offenses, or license suspensions in the past five years).
How to apply?
You can start the application process online at Natis Online. However, the process doesn’t end there—you’ll still need to visit your local licensing department to complete it.
We know this can be time-consuming and frustrating, which is why Voobah has partnered with the authorities to simplify the process for you.
Here’s how we can help:
Voobah’s PrDP Facilitation Service.
We’ve assigned a dedicated contact at the licensing department to streamline your application.
Here’s what you need to do:
Medical Certificate: Download the form from our website and have your doctor complete it.
Eye Test:
Visit your local optometrist for an eye test.
Application Form:
Complete the PrDP application form.
Payment:
Pay R700 into the Voobah bank account (contact us at info@voobah.co.za for details).
Once we’ve submitted your application, we’ll schedule a quick and structured visit to the Akasia Licensing Department.
Don’t forget to bring two passport-sized photos for your permit and your own pen.
2. Double Disk Car Registration
Your vehicle must be certified to carry passengers. The good news? This process is quick and straightforward.
What You Need to Do
Visit the Menlyn Roadworthy Centre (or a similar certified testing center) to have your vehicle inspected. They’ll handle the paperwork and ensure your car meets the necessary standards.

3. Operator’s Permit
Once you have your PrDP and Double Disk certification, we’ll help you apply for the Operator’s Permit. This permit allows you to legally operate on Voobah’s platform.

Liability Insurance
Safety is our top priority. That’s why we require all Voobah drivers to have a minimum of R5 million liability insurance. This ensures you’re covered in the unlikely event of an accident.
